Adopts the 2024 regular session joint rules for the June Special Session with specified amendments and repeals of certain rules.

Restricts bills and substantive resolutions to only those specified in the Governor's Proclamation dated June 21, 2024, convening the special session on June 26, 2024.

Requires all bills and substantive resolutions to be accompanied by a fiscal note before being acted upon, with fiscal notes solely for informational purposes.

Allows bills and resolutions to be acted upon immediately with only a title and number for first reading, followed by passage or rejection on second reading.

Eliminates multiple rules (3-6, 8, 10-11, 13, 18-20, 27, 31-32, 34) to streamline procedures and allow emergency certified bills to be transmitted between chambers first in either house with consent of the Speaker or President Pro Tempore.
