Bans public entities from purchasing or using drones manufactured by China, Russia, or entities on federal screening lists, effective October 2024 for purchases and October 2025 for operations

Creates "right to repair" requirements for electronics and appliances priced $50+, mandating manufacturers provide documentation, parts, and tools to owners and independent repair shops on fair and reasonable terms for 3-7 years after production ends

Establishes net neutrality principles effective January 2025, prohibiting broadband providers from blocking lawful content, throttling speeds based on content, engaging in paid prioritization, or using deceptive marketing about internet traffic treatment
