Establishes an Office of Dyslexia and Reading Disabilities within the Department of Education to verify compliance of educator preparation programs with scientifically-based reading research and instruction requirements, effective July 1, 2024.

Creates a Center for Literacy Research and Reading Success to implement a state-wide reading plan for K-3 students, provide technical assistance to schools, conduct independent reviews of reading curriculum implementation, and serve as a collaborative resource for teacher preparation programs.

Directs the Department of Education to study the feasibility of establishing a state-wide program supporting public high school students in advanced courses and programs with priority given to low-income families, with recommendations due January 1, 2026.

Establishes Early Start CT, effective July 1, 2025, a state-funded early care and education program administered by the Office of Early Childhood to provide financial assistance to municipalities and providers serving children from low-income families and requiring high-quality, accredited programming.

Implements various reforms to technical education and career schools, special education transition services, interdistrict magnet school enrollment standards, and teacher employment continuity at Goodwin University Magnet Schools.
