Defines "children's product" as items designed for children 12 years or younger, including clothing, toys, nursing pillows, crib mattresses, changing pads, and strollers, with specific exclusions for food, electronics, and federally-regulated items.

Requires the Commissioner of Consumer Protection to negotiate an interstate agreement with New York and other New England states to prohibit manufacturers, wholesalers, and retailers from selling or distributing children's products containing 100 parts per million or greater of organohalogen flame retardant chemicals.

Targets organohalogen flame retardant chemicals specifically, including those containing bromine and chlorine bonded to carbon and added to plastic, foam, or textile materials.

Takes effect immediately upon passage as a new section of Connecticut law.
