Commissioner of Emergency Services and Public Protection may waive the $75 fee for criminal history record information searches when applicants request them for pardon applications under section 54-124a and complete an indigency form.

Independent contractors are prohibited from charging the $30 convenience fee for fingerprinting when individuals apply for pardon-related criminal history records checks and receive commissioner approval of an indigency waiver; the commissioner shall pay the contractor fee.

No processing, distribution, or electronic preregistration fees for criminal history reports shall be charged to individuals seeking pardon applications who qualify for indigency waivers; the commissioner may reimburse municipal police departments for waived fees.

Commissioner must make indigency waiver forms available on the State Police Bureau of Identification website and provide them to all municipal police departments offering fingerprinting services, displayed prominently with pardon application materials.

Effective date is July 1, 2024.
