Establishes a task force to study the feasibility of implementing tax-advantaged rental savings accounts in Connecticut for tenants to pay rental expenses.

Task force shall examine the design and operation of such accounts, and their potential impacts on the banking industry, tenants, landlords, employers, the state economy, and state revenue.

Task force consists of 8 members including representatives appointed by legislative leaders from banking, housing advocacy, tenants, landlords, and employers; plus the Commissioner of Housing and CEO of the Connecticut Housing Finance Authority.

Initial appointments must be made within 30 days of the effective date, with the first task force meeting held within 60 days.

Task force must submit its findings and recommendations to the joint standing committee on housing by January 1, 2025, and shall terminate upon report submission or January 1, 2025, whichever is later.
