Establishes a $4,000 principal threshold or 5-year waiting period before municipalities can enforce liens, foreclose on property, or assign liens for unpaid sewer assessments and connection/use charges on owner-occupied real estate.

Delinquent sewer assessments and charges (unpaid 30+ days after due date) accrue interest at the same rate as delinquent property taxes and create liens on real estate that take precedence over all encumbrances except taxes.

Allows municipalities and regional sewer authorities to assign unpaid sewer assessment and sewerage charge liens for negotiated consideration, subject to the same $4,000 or 5-year restrictions for owner-occupied properties.

Applies the same enforcement restrictions to wastewater system assessments and charges under authority jurisdiction, including civil action and lien foreclosure limitations for owner-occupied premises.

Takes effect October 1, 2024, and applies only to enforcement actions filed on or after that date.
