Establishes a task force to study Medicaid reimbursement of nursing home services and whether to require facilities to spend a minimum percentage of Medicaid funding or total revenue on direct resident care.

Examines whether to expand transparency requirements for how nursing home facilities expend revenue and prioritize resident care.

Task force composed of 9 members: two appointed by House speaker, two by Senate president pro tempore, one each by House majority leader, Senate majority leader, House minority leader, Senate minority leader, and the Commissioner of Social Services.

Initial appointments must be made within 30 days of effective date, with first meeting scheduled within 60 days.

Task force must submit findings and recommendations to joint standing committees on aging and human services by January 1, 2025, and terminates on that date or when report is submitted, whichever is later.
