All Connecticut hospitals with emergency departments must analyze data annually from January 1, 2025 through January 1, 2029 on patient volume, admission rates, average wait times from emergency department presentation to hospital admission, and percentage of patients transferred to beds more than four hours after admission orders.

Hospitals must use this analysis to develop policies reducing admission wait times, improve admission efficiency methods, and identify root causes for admission delays.

Each hospital must submit annual reports to the joint standing committee on public health by March 1 of each year from 2025 through 2029, detailing findings and recommendations for addressing identified crowding issues.

State-operated hospitals may voluntarily participate in the analysis requirement either directly or in consultation with a state hospital association.
