Prohibits rental companies from requiring customers to show proof of holding a credit card for rentals of 30 days or less, though cash customers may be required to apply up to three business days in advance and provide suitable identification and a reasonable deposit, effective July 1, 2024.

Excludes full-size elite, premium, luxury, and oversize vehicles classified by ACRISS standards, as well as sport utility vehicles designed to transport six or more passengers, from the credit card requirement restrictions.

Prohibits rental companies from requiring additional drivers to show proof of a credit card or debit card provided the additional driver shows a valid motor vehicle operator's license and the primary customer shows proof of holding a credit card or debit card.

Establishes that rental contracts with collision damage waivers must provide conspicuous notice about personal insurance coverage options and annualized rates, with false or misleading statements about waivers deemed unfair or deceptive trade practices.

Allows rental companies to recover loss of use damages limited to one day's daily rental fee for every four hours of repair labor, with caps at actual income lost, except for incidental rental businesses.
