Reduces the timeframe for the Department of Energy and Environmental Protection to identify permit application deficiencies from 60 days to 45 days after receiving an application.

Reduces the timeframe for issuing a tentative permit determination from 180 days to 90 days after determining application materials are sufficient.

Implements an automatic permit approval mechanism whereby a permit is deemed granted if the department does not issue a decision within 90 days of receiving the application.

Allows time period extensions when action by another state or federal agency is required, judicial proceedings are ongoing, enforcement proceedings could affect the permit, or the applicant provides written consent.

Takes effect July 1, 2024 and applies to section 22a-6p(b) of Connecticut general statutes.
