Requires the Commissioner of Energy and Environmental Protection to classify all neonicotinoids labeled for plant treatment as restricted use pesticides by January 1, 2018.

Prohibits all neonicotinoid use beginning December 31, 2027, except for licensed arborists and ornamental plant applicators, licensed pesticide applicators for indoor/structural use within five feet of building foundations, licensed applicators for tick and mosquito protection, nurseries, and golf course superintendents.

Establishes civil penalties of up to $2,500 for each violation of the neonicotinoid use restrictions.

Exempts neonicotinoids not labeled for use on plants, including those in personal care products, pet care products, and veterinary use, from the prohibition.

Takes effect October 1, 2024, amending Section 22a-50(l) of the general statutes.
