Removes the requirement for the Commissioner of Agriculture to consult with the Commissioner of Energy and Environmental Protection when approving petitions to release agricultural land from development restrictions

Modifies the "expand and grow Connecticut agriculture account" to fund only the program under section 22-38a, eliminating reference to section 22-38b

Requires the Commissioner of Agriculture to study the need for establishing an annual harvest season for vehicles transporting agricultural products, with recommendations due to the General Assembly's environment committee by January 1, 2025

Repeals sections 22-38b, 22-457, and 26-237e of the general statutes

All provisions take effect from passage of the act
