Adds one nonvoting local representative to the Connecticut Siting Council for all proceedings on or after October 1, 2024, appointed by the chief elected official of the municipality where the facility is proposed.

For multi-municipality facilities, the local representative is appointed by the applicable regional council of governments instead of a single municipality.

Local representative must abide by all applicable rules of confidentiality concerning the proceeding in which they participate.

Expands application notice requirements to include service to state departments, agencies, and commissions named in the consultation process, along with existing notification to municipalities and the general public.
