Expands permitted recipients of hypodermic needles and syringes to include advanced practice registered nurses and adds syringe services programs established under section 19a-124.

Requires pharmaceutical manufacturers employing pharmaceutical representatives to register annually with the Department of Consumer Protection as pharmaceutical marketing firms with a nonrefundable fee of $150, effective October 1, 2023.

Mandates pharmaceutical marketing firms submit annual lists of all pharmaceutical representatives to the department and notify within two weeks of any personnel changes; the department shall post these lists on its website.

Requires pharmaceutical representatives to disclose in writing to prescribing practitioners and pharmacists the list price of legend drugs and information on variation efficacy across racial and ethnic groups at each contact.

Establishes that automatic reciprocal discipline based solely on termination of pregnancy under conditions legal in Connecticut shall be automatically rescinded from health care professionals' licensing records.
