Establishes a working persons with disabilities program under the Department of Social Services to provide medical assistance to disabled individuals who are regularly employed, effective July 1, 2024

Sets initial income limit of $85,000 annually and asset limits of $20,000 for unmarried individuals and $30,000 for married couples for fiscal year ending June 30, 2025

Phases in elimination of income and asset limits over four fiscal years beginning July 1, 2025, by increasing income limit by $10,000 annually and asset limits by $10,000 (unmarried) or $15,000 (married) annually

Eliminates all income and asset limits for program eligibility effective July 1, 2028

Includes disregards for retirement accounts, medical savings accounts, spousal income, and impairment-related work expenses in determining eligibility
