Consolidates statutory language relating to reproductive health care services and gender-affirming health care services, incorporating provisions for gender-affirming care into existing reproductive health care statutes effective July 1, 2024.

Allows persons to recover damages from parties who brought or enforce out-of-state judgments against them based on providing or receiving reproductive or gender-affirming health care services that are legal in Connecticut, including just damages and attorney's fees.

Prohibits covered entities from disclosing patient communications or records related to reproductive or gender-affirming health care services without written consent, except in cases of suspected abuse, state or federal legal requirements, or defense of claims.

Prevents Connecticut judges from issuing subpoenas for out-of-state investigations or proceedings targeting individuals for providing, receiving, or assisting with reproductive or gender-affirming health care services that are legal in this state, with limited exceptions.

Prohibits state public agencies from providing information, resources, or assistance for out-of-state investigations or prosecutions seeking to impose liability on persons for reproductive or gender-affirming health care services that are legal in Connecticut.
