Modifies Connecticut General Statutes section 14-227a(b) regarding admissibility of chemical test results in DUI prosecutions for motor vehicles, effective October 1, 2024.

Requires breath test results to be mailed or personally delivered to the defendant within twenty-four hours or by the end of the next regular business day, whichever is later, as a condition for admissibility as evidence.

Modifies Connecticut General Statutes section 15-140r(a) regarding admissibility of chemical test results in DUI prosecutions for vessels, with the same mailing/delivery timeline requirement for breath test results.

Maintains existing requirements for chemical testing including defendant's right to consult an attorney, test performance by approved methods and equipment, device accuracy checks, confirmatory tests at least ten minutes apart, and test commencement within two hours of operation.

Establishes rebuttable presumption that chemical test results accurately reflect blood alcohol content at the time of offense, with exceptions when additional tests show lower results or ten-hundredths of one percent or less alcohol by weight.
