Department of Emergency Services and Public Protection shall administer a grant program beginning fiscal year ending June 30, 2025, to provide grants to law enforcement units for automated number plate recognition systems within available appropriations.

Automated number plate recognition system is defined as mobile or fixed electronic devices capable of recording data or photographing vehicles and number plates, then comparing collected data to law enforcement databases for investigative purposes.

Department must develop eligibility criteria, application forms, and deadlines by October 1, 2024, and post a description of the grant program on its website.

Department shall submit annual reports to the joint standing committee on public safety and security beginning January 1, 2026, including the number of applications received, grants awarded, and list of law enforcement units that received grants.
