• Waives tuition and extension fees at regional community-technical colleges and Connecticut State University System for veterans who performed service in time of war, excluding military service academy attendance, effective July 1, 2024.

• Expands tuition waiver eligibility for active members of the Connecticut Army or Air National Guard certified as members in good standing to full-time or part-time undergraduate and graduate degree programs with corresponding extension fee waivers.

• Veterans receiving Post-9/11 Veterans Educational Assistance Act federal benefits receive partial tuition waivers covering amounts exceeding their federal veteran tuition benefit; waivers reduce by amount of employer educational reimbursement.

• Maintains existing tuition waivers for dependents of military personnel missing in action or prisoners of war since January 1, 1960; first responders killed in line of duty; terrorist attack victims; and those killed in military action after September 11, 2001.

• Requires state reimbursement to institutions when tuition waivers exceed specified revenue thresholds: 5 percent for community-technical colleges, 2.5 percent for Connecticut State University System and University of Connecticut.
