Office of Health Strategy shall make all-payer claims database data available to hospitals for community benefit programs, community health needs assessments, implementation strategies, and reporting purposes in compliance with federal privacy regulations (45 CFR 164.514(e)).

Removes a provision limiting hospital liability for incomplete community benefit program reporting due to unavailable database data.

Executive director of Office of Health Strategy must develop annual summary and analysis of hospital community benefit reporting (due by April 1, 2024 and annually thereafter) and post on website with public comment period to identify stakeholders and inform state health planning.

Establishes all-payer claims database program overseen by Office of Health Strategy to collect medical, dental, pharmacy and other insurance claims data; reporting entities include insurers, health care centers, third-party administrators, pharmacy benefit managers, and other health claims administrators; nonclaims data (alternative payment models, rebates, technology investments) required beginning June 30, 2026.

Creates All-Payer Claims Database Advisory Group within Health Information Technology Advisory Council to develop state-wide multipayer data initiative and submit recommendations for nonclaims data reporting requirements by February 1, 2025; all provisions effective October 1, 2024.
