Commissioner of Social Services shall conduct a study on pursuing a family caregiver support benefit through a Medicaid demonstration waiver under Section 1115 of the Social Security Act to provide respite services to state residents not otherwise eligible for Medicaid.

Study shall examine Oregon's Project Independence and Family Caregiver Assistance Program operated through such a demonstration waiver.

Study shall evaluate other options to expand eligibility for respite services for persons not eligible for Medicaid.

Study shall analyze potential state-funded long-term care services that could offset costs of a family caregiver support benefit.

Commissioner must report findings to joint standing committees on aging and human services by January 1, 2025.
