• Establishes a task force to study temporary nursing services provided to nursing home facilities, examining prevalence of use over the preceding four-year period and any changes in that prevalence.

• Requires the task force to analyze the cost of temporary nursing services, including average costs to nursing homes and average wages paid to temporary nurses by staffing agencies.

• Examines the feasibility of establishing a maximum rate for temporary nursing services and any potential unintended consequences of such rate-setting.

• Task force consists of nine members including two each appointed by the House speaker and Senate president pro tempore, one each from House and Senate majority and minority leaders, and the Commissioner of Public Health or designee.

• Task force shall submit findings and recommendations to relevant legislative committees by January 1, 2025, and shall terminate upon report submission or that date, whichever is later.
