Establishes the Connecticut-Ireland Trade Commission as part of the Legislative Department, effective upon passage.

Commission consists of 26 members including appointees from legislative leadership (12 members), joint commerce committee members (2), ranking commerce committee members, Governor appointees (3), representatives from higher education and chamber of commerce, and two Irish-American community representatives from different political parties.

Initial appointments due by October 1, 2024, with first meeting required by November 1, 2024; members serve four-year terms without compensation but receive expense reimbursement.

Commission powers include advancing bilateral trade and investment with Ireland, promoting business and academic exchanges, encouraging mutual economic support and infrastructure investment, and requesting assistance from state agencies.

Commission must submit annual reports to the Governor, Commissioner of Economic and Community Development, and joint commerce committee beginning February 1, 2026, including recommendations for policy changes and statutory amendments.
