Repeals the fiscal year limitation (June 30, 2022 to June 30, 2026) on the Early Childhood Business Incubator Program, making it permanent effective July 1, 2024.

Expands program eligibility statewide by removing the restriction to seven specific cities (New Britain, New Haven, Bridgeport, Stamford, Hartford, Danbury, and Waterbury).

Increases the maximum number of approved facilities from one per city to a total of twenty facilities throughout the state.

Removes the June 30, 2026 expiration date for licenses issued under the program, allowing them to remain valid indefinitely subject to suspension or revocation by the Commissioner of Early Childhood.

Maintains existing requirements for applications including fire safety certificates, building code compliance verification, and local zoning and health ordinance compliance.
