Establishes a three-year pilot program called the Global Entrepreneur in Residence Program designed to retain and attract noncitizen workers employed in specialty occupations by private employers in Connecticut.

Requires the Department of Economic and Community Development to submit program design recommendations to the General Assembly's commerce committee by January 1, 2025.

Program may facilitate partnerships between eligible institutions (public and independent colleges and universities) and private employers, assist resident specialists with visa applications, and accept donated funds.

Department must consult with University of Connecticut, Connecticut State Colleges and Universities, Office of Workforce Strategy, and the Governor's office when developing recommendations.

Requires a joint survey of noncitizen students at University of Connecticut and Connecticut State Colleges and Universities by January 1, 2025 to assess interest in the program.
