Establishes comprehensive definitions of "foreign national" including foreign principals, non-U.S. citizens, and entities with 5% or more foreign ownership or control, or 20% combined foreign ownership, excluding widely-held diversified funds.

Prohibits foreign nationals from making contributions, expenditures, or promises to make contributions in connection with political activities, and prohibits any person from soliciting, accepting, or receiving such contributions.

Requires certification that persons making independent expenditures and committee members are not foreign nationals, with certification provided under penalty of false statement.

Exempts complaints involving potential violations by foreign nationals from the one-year dismissal deadline that applies to other election law complaints, allowing indefinite investigation periods for foreign national violations.
