Requires registrars of voters to conduct risk-limiting audits of state elections starting January 1, 2025, with audits covering presidential electors, all state offices, at least one congressional representative, and at least 5% of state senator and representative offices selected randomly

Sets maximum risk limit at 5% for audits; if an audit produces an "INCONCLUSIVE" result, the Secretary of State must order a manual recount of all ballots for that office

Requires election officials to create ballot manifests within 72 hours of poll closing by manually verifying ballot counts, with results submitted to the University of Connecticut for analysis and any concerns reported to the State Elections Enforcement Commission

Establishes a 2025 pilot program for risk-limiting audits at municipal elections in three randomly selected municipalities of varying population sizes (under 20,000; 20,000-90,000; 90,000+)

Amends existing audit requirements so risk-limiting audits apply to state elections while traditional manual/electronic audits continue for federal and state primaries and municipal elections
