Secretary of the Office of Policy and Management shall develop a program to access, link, analyze and share data maintained by executive agencies and respond to queries from state agencies, private entities, and individuals requiring data from two or more agencies, effective October 1, 2024.

Secretary shall prioritize queries that measure outcomes for state-funded programs or facilitate development of policies promoting effective and efficient use of state resources, and may create advisory boards to assist with data governance.

Chief Data Officer shall review legal obstacles to sharing high value data among executive branch agencies and the public, in consultation with the Attorney General and agency legal counsel.

Persons requesting data shared between state agencies must direct their request to the originating agency, and any non-originating agency receiving such a request must promptly refer it to the source agency and notify the requester in writing with contact information.

Non-originating agencies receiving shared data requests are not required to disclose information that would not have been disclosable had the request been made directly to the originating agency, effective from passage.
