Secretary of the State becomes the executive responsible for issuing certificates of ascertainment for presidential electors and transmitting them to the Archivist of the United States, aligned with the Electoral Count Reform Act of 2022.

Presidential electors meet on the first Tuesday (changed from Monday) after the second Wednesday of December and cast ballots for candidates under whose names they ran on the official election ballot.

Electors present fill any vacancies in the electoral college by ballot before voting, with replacement electors voting for the candidates to whom the replaced elector was pledged.

Candidates and electors may file election complaints with Supreme Court judges within 14 days after election (or 7 days after manual ballot tabulation), with judges empowered to order recounts and correct election returns.

Judges must certify their findings to the Secretary of State before the first Tuesday after the second Wednesday in December, with authority to order new elections if necessary.
