Extends existing state contracting restrictions to quasi-public agencies, prohibiting public officials, state employees, their immediate families, and associated businesses from entering contracts valued at $100 or more unless awarded through an open and public process

Completely bans executive heads of agencies (including department commissioners) and executive heads of quasi-public agencies, their immediate families, and associated businesses from contracting with their own agency or quasi-public agency

Exempts appointed executive branch members or quasi-public agency directors who receive only per diem payments or expense reimbursements, unless they have authority over the contract's subject matter

Contracts violating these provisions can be voided by a court if suit is filed within 180 days of the contract's execution
