Repeals and replaces Section 1-85 of Connecticut general statutes effective October 1, 2024, to address conflicts of interest involving an employer other than the state for public officials and state employees.

Adds "employer other than the state" and "spouse's employer" to the list of entities whose financial interests must be disclosed when determining if a substantial conflict exists with official duties.

Allows elected state officials with substantial conflicts involving their other employer or spouse's employer to proceed with official action if they file a written statement signed under penalty of false statement with the Office of State Ethics and their agency, explaining why they can act fairly and objectively.

Amends Section 1-86(a) to include "employer other than the state" and "employer of the official's or employee's spouse" in the definition of potential conflicts of interest for non-elected public officials and state employees.

Requires written disclosure statements for state regulatory agency members facing potential conflicts and requires non-regulatory employees to notify their immediate superior or follow Office of State Ethics guidance to avoid the conflicted matter.
