Commissioner of Housing must submit annual reports by January 1, 2025, and each January 1st thereafter, in consultation with Commissioners of Social Services, Children and Families, Mental Health and Addiction Services, and Developmental Services.

Reports must detail the number of departmental clients receiving rental assistance certificates issued under sections 8-345 to 8-346a, including utilization of rental assistance vouchers or certificates.

Reports must include the number of applicants on rental certificate waitlists, the number who received certificates in the prior year, the date of the last waitlist opening, the number of applications submitted at last opening, and the number of applicants added to waitlists during the prior year.

Reports must be submitted to joint standing committees with cognizance over appropriations, housing, human services, and public health, in accordance with section 11-4a requirements.

Reports must establish targets to ensure rental assistance program resources are allocated in accordance with legislative intent.
