Establishes a task force to study the feasibility and implementation methods of tax-advantaged rent savings accounts for tenants to pay rental expenses.

Task force study shall include potential impacts on the banking industry, tenants, landlords, employers, state economy, and state revenue.

Task force consists of 8 members including representatives appointed by legislative leaders from banking, housing advocacy, tenants, landlords, and employers, plus the Commissioner of Housing and Connecticut Housing Finance Authority CEO.

Initial appointments must be made within 30 days of effective date, with first meeting held within 60 days.

Task force shall submit findings and recommendations to the joint standing committee on housing no later than January 1, 2025, and shall terminate upon report submission or January 1, 2025, whichever is later.
