Establishes Connecticut Alcohol and Drug Policy Council within the Department of Mental Health and Addiction Services, with members from multiple state agencies, courts, higher education, law enforcement, and appointed individuals with substance use disorder experience or relevant expertise.

Requires the council to review state policies and practices concerning substance abuse treatment, prevention services, and criminal justice sanctions, and to develop a statewide integrated plan with measurable goals including reducing opioid-induced deaths by January 1, 2017.

Creates a standing subcommittee to review publicly funded services for parents and caregivers impacted by substance use disorder and their children, and develop recommendations for strengthening treatment delivery, safety planning for children, and naloxone distribution to caregivers.

Requires the standing subcommittee to submit recommendations by January 1, 2025, and triennially thereafter, to the council, Opioid Settlement Advisory Committee, and relevant General Assembly committees.

Directs the Commissioner of Social Services and Insurance Commissioner to develop a plan requiring Medicaid and private insurance coverage for opioid antagonists for patients prescribed opioids upon hospital discharge, with a report due by January 1, 2025.
