Requires certification for removable windshield placards by licensed physicians, physician assistants, advanced practice registered nurses, psychiatrists with the VA, or eye care professionals, with certification based on completed medical assessment in a bona fide professional-patient relationship.

Prohibits health care professionals from charging fees contingent on certifying an applicant meets disability criteria and prohibits agreements making their compensation contingent on issuing placard certifications, with violations subject to civil penalties up to $1,000.

Establishes $5 fee for temporary removable windshield placards and limits issuance to one placard per applicant, except parents or guardians may receive up to two placards on behalf of a blind or disabled person.

Modifies the Accessible Parking Advisory Council membership to remove the municipality planner requirement for House and Senate appointees, instead requiring that certain members use accessible parking or advocate on behalf of users.

Effective October 1, 2024 for certification requirements and placard fees, with advisory council membership changes effective immediately upon passage.
