Class I and Class II freight railroads operating in Connecticut must maintain a minimum crew of two persons on all trains and locomotives, effective October 1, 2024

Crew size requirements do not apply to helper services (assisting trains on grades) or hostling services (short-distance yard movements)

Willful violations carry escalating fines: $250-$1,000 for first offense, $1,000-$5,000 for second offense, and $5,000-$10,000 for third or subsequent offenses

Railroad companies must install hotbox detectors (devices monitoring temperature of bearings, axles, and brakes) every 20 miles on rail lines where passenger trains operate

Hotbox detector requirements apply to new construction projects starting October 1, 2024, with existing rail lines required to comply by October 1, 2025
