SB 287 - Indoor Air Quality in Schools

• Establishes a working group to study and make recommendations on indoor air quality in school buildings, including optimal humidity/temperature ranges, emergency closure thresholds, HVAC repair priorities, and inspection protocols.

• Working group consists of 34 members appointed by legislative leaders, Governor, and state commissioners representing education, labor, health, environmental protection, and contractor/employee organizations.

• Requires local and regional school boards to conduct uniform inspections and evaluations of heating, ventilation, and air conditioning systems for at least 20% of schools annually from July 1, 2025, through June 30, 2030, until all schools are inspected.

• Inspections must be performed by certified technicians, industrial hygienists, mechanical engineers, or licensed contractors and include testing for filter efficiency, air delivery rates, ventilation component verification, and carbon dioxide sensor verification.

• Working group must submit progress reports annually until July 1, 2029, and a final report by January 1, 2030, with recommendations for legislation; group terminates July 1, 2030.
