Redefines "intentionally introduced" for regulated metals and PFAS in packaging to exclude incidental residues from processing agents and post-consumer recycled materials used as feedstock, provided compliance with specified subsections is met.

Expands the environmental commissioner's authority to construct or repair infrastructure including service roads, trails, greenways, bridges, dams, and flood prevention systems up to $1 million without prior approval, and up to $3 million with prior Commissioner of Administrative Services approval, with thresholds adjusted annually by the Producer Price Index.

Increases expenditure thresholds for alterations, repairs, and additions to other real assets from $500,000 to $1 million without approval, and from $1 million to $3 million with prior approval, with annual adjustments based on the Producer Price Index.

Removes the requirement for wholesalers to file beverage container reports with the Department of Consumer Protection's Liquor Control Division, limiting reporting to only the Department of Revenue Services.
