Public Act No. 24-59 Summary

• Effective October 1, 2024, establishes comprehensive restrictions on intentionally added PFAS (per- and polyfluoroalkyl substances) in consumer products including apparel, carpets, cleaning products, cookware, cosmetics, children's products, and upholstered furniture.

• Requires manufacturers to notify the Department of Energy and Environmental Protection by July 1, 2026, providing detailed information about PFAS use, chemical composition, concentration levels, and intended function in products.

• Prohibits manufacture and sale of most products containing intentionally added PFAS beginning January 1, 2028, with earlier requirements for outdoor apparel for severe wet conditions (January 1, 2026) and turnout gear requiring purchase notice by same date.

• Mandates clear labeling on products containing intentionally added PFAS beginning July 1, 2026, with labels visible prior to purchase and durable throughout product's useful life.

• Prohibits use of biosolids or wastewater sludge containing PFAS as soil amendments and establishes a PFAS Testing Account for municipalities and school districts to test and remediate drinking water contamination and support program administration.
