Prohibits persons from redeeming out-of-state beverage containers or previously redeemed containers at dealers, redemption centers, reverse vending machines, distributors, or deposit initiators for refund value or handling fees.

Makes it illegal for any person to knowingly tender a beverage container that was not originally sold in Connecticut as a filled container or that was previously redeemed through any redemption mechanism.

Requires dealers, redemption centers, and reverse vending machine operators to post a conspicuous "Redemption Warning" sign in at least one-inch font at redemption locations.

Warning sign must state that returning out-of-state or previously redeemed containers is illegal and subjects violators to fines and state enforcement action under Connecticut General Statutes section 22a-245.

Becomes effective upon passage.
