Repeals and replaces subsection (a) of section 22-277 governing livestock animal auction sales, defining "livestock animal" as any camelid or hooved animal raised for domestic or commercial use.

Requires annual licensing by the Commissioner of Agriculture for persons selling livestock at auctions, with a license fee of $190 payable annually.

Establishes requirements for dairy and breeding animals at auctions including state supervision for disease control, health testing less than fourteen months before sale, and identification by official ear tag or breed registration number.

Mandates that animals consigned for slaughter must be sold only to slaughtering establishments and moved directly for immediate slaughter or slaughter within seventy-two hours after sale.

Repeals and replaces section 23-5 to clarify that the Commissioner of Energy and Environmental Protection has charge of state lands acquired as public reservations for recreation or preservation purposes.
