Establishes a seven-member task force to study enforcement of roaming livestock laws, specifically to prevent undesired interactions between roaming swine and bovines, with members appointed by legislative leaders and the Commissioner of Agriculture.

Task force shall hold its first meeting within 60 days of the effective date and submit findings and recommendations to the joint standing committee on environment by January 1, 2025, then terminate.

Amends section 22-364 to designate roaming livestock violations as infractions and authorize animal control officers to seek court orders including injunctions to enforce roaming restrictions.

Establishes criminal penalties of up to $1,000 fine or six months imprisonment for dog owners who knowingly allow vicious dogs to roam at large after a prior violation, if the dog causes physical injury to another person.

Amends section 47-43 to clarify that land proprietors must make and maintain sufficient fences to contain their livestock from roaming at large, with specific fence height and material requirements for urban and rural areas.
