Substitute Bill No. 301 Summary

• Repeals and replaces Section 16a-48 to establish comprehensive energy efficiency standards for new products sold in Connecticut, effective October 1, 2024, including appliances, lighting fixtures, electronics, faucets, and water coolers

• Adds new product categories and standards effective January 1, 2026, including commercial dishwashers, fryers, ovens, steam cookers, computers, monitors, gas fireplaces, ventilating fans, and showerheads

• Creates the Housing Environmental Improvement Revolving Loan and Grant Fund with $125 million in bonding authorization ($75 million effective July 1, 2025) to finance retrofitting projects for multifamily residences in environmental justice communities and alliance districts

• Establishes pilot program effective July 1, 2025, providing low-interest loans and grants to non-owner-occupied residential units for energy efficiency improvements, health/safety remediation, and related services, with priority for low-income residents

• Sets first efficiency standards review and potential increases for October 1, 2026, with subsequent biennial reviews to promote energy conservation and cost-effectiveness
