Replaces "license or accreditation" with "authorization" in section 10a-34g regarding the Office of Higher Education's authority to deny applications for for-profit institutions of higher education, effective July 1, 2024.

Authorizes the executive director to deny authorization or withdraw previous acceptance of accreditation for for-profit institutions that fail to include required statements or when public policy requires denial to protect student interests.

Establishes the Connecticut Open Educational Resource Coordinating Council as part of Connecticut State Colleges and Universities, consisting of a state-wide coordinator, representatives from multiple higher education institutions, and one student, effective July 1, 2024.

Redefines "Project" in section 10a-178 to include structures, equipment, and programs for participating institutions of higher education, health care institutions, qualified nonprofit organizations, and nursing homes, effective July 1, 2024.
