Establishes a presumptive Medicaid eligibility system by October 1, 2024, allowing state-funded home-care services for up to 90 days for applicants who require skilled nursing care while their Medicaid applications are processed

Reduces copayments from 3% to 2% of care costs for participants in the state-funded portion of the program whose income is at or below 200% of the federal poverty level

Increases asset limits for the state-funded program to $55,000 for single individuals and $70,000 for married couples, replacing the previous formula tied to federal community spouse protected amounts

Expands eligibility categories to include persons at risk of hospitalization or nursing facility placement who need assistance with up to two critical needs, and persons with three or more critical needs who have resources disqualifying them from Medicaid

Authorizes compensation for family caregivers, including spouses, who provide personal care assistance to program participants, provided they meet training and documentation requirements set by the Commissioner of Social Services
