Establishes a janitorial work program to create full-time jobs at standard wage rates for persons with disabilities and persons with disadvantages, administered by the Commissioner of Administrative Services.

Requires qualified partnerships (commercial contractors paired with community rehabilitation programs) to fill at least one-third of jobs with persons with disabilities and one-third with persons at disadvantage, and to employ at least 200 janitorial workers in Connecticut.

Allows the Commissioner to expand the program to include contractual services such as laundry, cleaning, mail services, data entry, and call center staffing, with a list posted on the department website.

Grants small and minority businesses certified in the Department of Administrative Services' supplier diversity program exemption from the 200-employee requirement while meeting all other partnership criteria.

Requires CT Community Nonprofit Alliance (formerly Connecticut Community Providers Association) to designate qualified partnerships, develop application processes, and submit certified employee lists to the Department of Aging and Disability Services for ongoing verification.
