Establishes a task force to study the effects and social impact of hate speech and bullying on children, including analysis of mental and physical health impacts and academic achievement.

Task force shall examine settings where children encounter hate speech or bullying (in-person or online), whether perpetrators are children or adults, and contributing factors to such behavior.

Task force shall recommend prevention and reduction strategies, including school and community-based programs, public media campaigns, and statutory changes to address hate speech and bullying in schools.

Defines "hate speech" as expression intended to vilify, humiliate, or incite hatred against a child based on race, religion, skin color, sex, gender identity, ethnicity, disability, body weight or type, or national origin; defines "bullying" as unwanted aggressive behavior involving a power imbalance.

Task force consists of 15 members appointed by legislative leaders and state commissioners representing child health, special education, anti-discrimination organizations, school boards, and relevant state agencies; must submit findings and recommendations by January 1, 2025.
