Municipalities and special taxing districts cannot diminish or eliminate retirement or pension benefits for retirees based on permanent partial disability benefits received on or after October 1, 2024, under sections 31-308 or 31-308a.

Existing protections for retirees whose pension systems were in place as of July 11, 2007, are maintained, preventing diminishment or elimination of benefits granted at the time of retirement.

Municipalities and special taxing districts may change the administration of retirement benefits as long as the rights and benefits provided remain equivalent to those provided prior to any administrative change.

The bill does not impair or alter provisions of any collective bargaining agreement in effect before October 1, 2024.

The act becomes effective on October 1, 2024, and amends Connecticut General Statutes section 7-450c.
