Substitute Bill No. 331 Summary

• Adds state marshals as eligible participants in the state health insurance plan procured by the Comptroller, effective October 1, 2024.

• State marshals working less than twenty hours per week on average may voluntarily participate and pay the full cost of coverage.

• State marshals working at least twenty hours per week on average (on a quarterly basis) may voluntarily participate and pay the same amount as active state employees under the State Employees Bargaining Agent Coalition agreement, effective October 1, 2024.

• State marshals must certify their hours worked to the State Marshal Commission quarterly (by April 15, July 15, October 15, and January 15) to demonstrate eligibility for the reduced-cost coverage option.

• Judicial marshals may also participate in the plan with voluntary participation; they pay full cost unless collective bargaining negotiations determine otherwise.
